Az Egyházmegyei Szegényalapot 1913-ban hozta létre Mikes János megyéspüspök az 1910-ben elhunyt Horváth Károly c. apát, zalaegereszegi esperes-plébános szegényharmadából. A kezelést a káptalanra bízta, de az utalványozást a püspök magának tartotta fenn. Az alap később több hagyatékkal, valamint 1927-től az Egyházmegyei Zsinati Törvénykönyv rendelkezése nyomán a végrendelet nélkül elhalt papok szegényharmadával gyarapodott.
